How much isk/hr should I be aiming for? To be honest, usually I have a hard time telling because I do a bunch of missions then haul all of the crap I collected to jita or dodixie. 石の上にも三年。

you cant NOS someone below your current % of cap. so if you are sitting at 100% cap, your NOS won't drain a single point of energy. (unless your enemy is somehow hacking and at 101% cap) neuts always do what they say they do.

Awesome. Another quesiton; I thought the cloaking devices had a 15 second recloaking delay, but on the items it says they have a 30 second recloaking delay. Is there some skill to reduce this to 15 seconds?

I've been training for them since before the patch, and I can finally use them next monday. However, I overlooked the fact that I need cloaking 4, not just cloaking 1 to use a covert ops cloak. Getting cloaking to 4 adds another week, but I'm itch...
